Admitted to practice law in the state of New York, US (2013)
Tolegen’s practice is focused on oil and gas law, advising on corporate structures and financial regulation in the AIFC, corporate law matters and dispute resolution. His experience includes, among other things, acting as a senior in-house counsel in relation to joint ventures in the oil industry, serving as an alternate member of the authorisation committee (in charge of assessing applications for obtaining licenses to conduct financial services) at the financial regulator in the AIFC.
Prior to joining us, Tolegen worked at a major oil company, an international law firm, the Astana International Exchange, Astana International Financial Centre and a major local financial conglomerate.

Practical experience


  • advised on the $3 bln. acquisition of Mangistaumunaygas, a major local oil company;

  • negotiated and advised on joint ventures agreements and long-term gas supply agreements;

  • assisted foreign investors with $50 mln. acquisition of an oil company and $30 mln. privatisation of railroad companies;
  • assisted the Ministry of Finance in preparation of the prospectus for the US$4 billion sovereign bond issuance at the international market;
  • advising on acquisition of a telecommunications company and a local bank.
